Managing Workplace Transport Risk in Warehouses and Manufacturing Sites

A warehouse yard can look orderly from a distance and still contain several moving risks at once. A visiting HGV is reversing towards a bay, a forklift is leaving an aisle, pedestrians are crossing to welfare areas and a delivery driver is trying to work out where to report.

Workplace transport risk is created by the interaction between the site, the vehicles and the people using both. Focusing on the driver alone misses a large part of the system.

The interaction between people and vehicles is particularly relevant in modern supply chains where warehouses and manufacturing sites are under pressure to move goods quickly, accommodate visiting vehicles and keep production flowing without creating unnecessary waiting time.

Design the Site Around Separation

The most reliable control is to keep people and vehicles apart wherever reasonably practicable. Expert warehousing guidance recommends creating separation where pedestrians and vehicles could share a route, with physical barriers used where appropriate.

In practice, good separation is more than painting a line on the floor. If the safe walkway adds a long detour, people may cut across the vehicle route instead. Crossings should be positioned where people actually need to cross and should give both drivers and pedestrians enough visibility.

Shift changes deserve attention too. A route that works well during normal operation can become crowded when a large number of workers leave at the same time.

Look Closely at Loading Bays

Loading bays combine vehicle movement, pedestrians, falls from height and changing loads. They also bring visiting drivers into an environment they may not know.

A clear arrival process helps. Drivers should know where to park, where they are allowed to walk, who controls loading activity and what the site expects during coupling, uncoupling or unloading. Instructions need to work for drivers who have never been to the premises before, not just the regulars.

Where people could fall from an exposed bay edge, suitable protection is needed. Vehicle movement and pedestrian activity should also be coordinated so that workers are not passing behind vehicles at the same time that reversing or loading is taking place.

Reduce Reversing Rather Than Managing More of It

Reversing is a recurring source of workplace transport incidents because visibility is limited and pedestrians may enter a driver’s blind area quickly. One-way systems and drive-through arrangements can remove some reversing movements altogether.

Where reversing cannot be avoided, the site may need defined reversing areas, suitable visibility aids, physical controls or a trained banksman depending on the risk. The answer is not automatically more alarms. Too many warnings in a noisy environment can become background noise.

Vehicle Condition and Driver Competence Still Matter

A well-designed route does not make an unsafe vehicle safe. Workplace vehicles need to be suitable for the task, maintained and checked so defects that affect safety are identified.

Drivers also need to understand the risks associated with workplace transport, site rules and the equipment they operate. Do Not Forget the People Who Do Not Drive

Pedestrians need to know which routes to use, where drivers may have poor visibility and why certain areas are restricted. Managers and supervisors need enough understanding to challenge unsafe arrangements, not just unsafe driving.

Use Near Misses as a Map of Weak Points

A near miss between a forklift and a pedestrian is useful information even when nobody is hurt. The near miss may show that a crossing is badly positioned, sight lines are poor, a delivery process is unclear or production pressure is pushing people into the wrong route.

Near-miss information is more valuable when it is investigated before the same conditions produce an injury. Workplace transport safety improves when the site keeps learning from how people and vehicles actually move, rather than assuming the traffic plan on the wall still describes the real operation.
