SOCIAL value is evolving, and businesses are needing to keep pace. A next generation technology platform – ImpactOS – designed to connect data across every stage of the social value lifecycle has been launched by Pagabo Group to do just that.
While making ambitious commitments within tenders has become commonplace, making sure those promises are rooted in real local needs – and proving they were actually delivered on the ground – remains a major hurdle for many organisations. More recently, the government is actively focusing on social value – with PPN 026 putting a higher emphasis on good jobs and skills specifically.
ImpactOS has been developed to bridge the gap between local needs and social value delivery – built on a core mission to make sure delivery on the ground is exactly what communities need. The platform builds on the strengths and proven track records of two established software products – Pagabo Group’s existing Loop technology, and the recently-acquired Impact Reporting tool.
By combining the operational abilities into a connected engine, the expanded infrastructure equips bidding, procurement, project delivery, and sustainability teams with the data intelligence needed to make informed and confident decisions at every turn.
The launch comes in the same week the government has laid down a number of commitments, with Prime Minister Andy Burnham reinforcing the need for “good growth in every postcode” around the country in his speech at the Labour Party conference. This includes continued devolution of power into regions – to mayors and to councils – to allow them to take control of the essentials that make their places work.
Amman Boughan, group CEO at Pagabo Group, said: “Today, commitments are so often made without understanding what a specific neighbourhood actually needs, while measurement remains inconsistent across sectors. Meanwhile, the all-important difference projects seek to make is simply not translating to the real world.
“Social value doesn’t need to be complicated, but it must be meaningful – and felt by the real people living in the communities it reports to serve. ImpactOS is the digital infrastructure for the next era of purpose-driven growth; here to be that operating system for social value, connecting together disjointed practices and rooting everything in real-life outcomes.
“We’re at a defining turning point. The challenge is no longer creating commitments. It’s making the right commitments for the right places and then proving those were delivered.”
ImpactOS is engineered around several core capabilities:
- Full lifecycle tracking: Unifying bid promises, supply chain commitments, delivery and final reporting into a single, connected workflow – that links back to commitments and strategies tailored to community needs.
- Rooted in local needs: Providing local needs analysis data, which collates verifiable sources to paint a picture of local community and neighbourhood level priorities to create a clearer bridge between needs, contracts, investment and outcomes.
- Flexible, tailored metrics: Giving the ability to tailor socio-economic details relevant to different stakeholders, as well as the ability to place weight metrics to align with government policy – ensuring that planning, measurement and reporting are laser-focused on what works for any given sector or organisation.
- Speed and simplicity: Making every stage as easy and streamlined as possible, allowing organisations to take control of their social value, and put more time into delivering it than the admin around it.
Amman continued: “The recent publication of PPN 026 has set a clear government priority around good jobs and skills to evolve social value to have more meaningful outcomes for communities. But this doesn’t cap ambition, and environmental, wellbeing and other community outcomes matter no less than before. What the PPN does is position good jobs and skills as a non-negotiable core. ImpactOS has been developed to support creating and measuring strategies with that in mind, but not forgetting the alignment of wider social value commitments to place-based need.
“Ultimately, it’s about delivering better outcomes – and ImpactOS is powering that future by connecting fragmented processes and data to provide a layer of enhanced intelligence. Using this, what organisations can do is enhanced, moving them beyond reporting alone to managing social value more effectively from planning through to evaluation to create more targeted and meaningful outcomes around operations.”
Acting as an intelligent engine, ImpactOS helps bid teams back up their promises during tenders, keeps supply chains accountable from procurement through delivery, tracks real progress as it happens, and delivers audit-ready proof when the work is done.
The launch also expands the full capabilities of Pagabo Group’s Rail Social Value Tool (RSVT) – a dedicated system developed in partnership the Rail Safety and Standards Board (RSSB) with rail sector specific operations in mind.
